AOIS was conceived by Dr. Harry Ross and Karen Mater of The Center For Charter Schools at Central Michigan University. Jim Goenner and Cindy Schumacher had significant input concerning what CMU wanted from such a system.
		Jim Goenner Executive Director
Under Jim’s leadership, CMU has pioneered new initiatives for improving oversight and support of charter schools, including the use of computer-adaptive testing and the Authorizers Oversight Information System (AOIS). In addition to his charter schools leadership, Jim received a gubernatorial appointment to serve on the Board of the Michigan Higher Education Facility Authority. He also was appointed by the State Budget Director to serve on the Board for the Center for Educational Performance and Information (CEPI).
		Dr. Harry Ross Associate Director
In his capacity as Associate Director, Dr. Ross is responsible for overseeing the areas of technology, business services, accounting and many other internal operations as they relate to the direct functions of the Charter Schools Office.
		Cindy Schumacher Associate Director for Charter Operations
Cindy is responsible for directing the oversight units of the Charter Schools Office. In this capacity, Cindy administers a wide range of day-to-day program functions associated with charter contract oversight. She provides leadership, direction and guidance to the charter operations teams. Cindy is also responsible for establishing objectives and internal operational plans to enable the Charter Schools Office to assess and measure each school’s achievement and compliance in relation to the charter contract and applicable law.
		Karen Mater Director for Information Technology
Karen is responsible for managing the technology operations of the Charter Schools Office. She has been instrumental in the development and implementation of Central Michigan University state-of-the-art Authorizer Oversight Information System. She also oversees the development and maintenance of the Charter Schools Office database and is responsible for improving communications and data flow between the Charter Schools Office and each school chartered by Central Michigan University
